refactor: rename file_first to prefer_file `file_first` reads like an ordering toggle, but `false` means the directory wins and there is no sibling-file fallback. `prefer_file` matches the existing `prefer_relative`/`prefer_absolute` naming and the NAPI `preferFile` key.

revert: keep directory-first resolution strict With `fileFirst: false`, mirror oxc-resolver: once the directory exists, do not fall back to a sibling X.js. Drop the fallback, its incomplete/restricted fixtures and the fully_specified reset that only the fallback exposed.

fix: reset fully_specified when extension alias restrictions reject load_extension_alias set fully_specified before trying the alias targets; when the original file was restricted it returned None with the flag still set, so the new directory-first file fallback skipped extensions. Reset it and add a regression test with an incomplete package directory.
