build: drop python 3.9 and 3.10, support 3.14 and 3.15, modernize tooling (#135)
* build: drop python 3.9 and 3.10, support 3.14 and 3.15, modernize tooling
- require python>=3.11, add 3.14 and 3.15 classifiers
- move test/dev extras to dependency-groups, use uv in CI
- test both highest and lowest-direct resolutions
- move from pre-commit to prek, autoupdate hooks, add actionlint
- update all github actions
- fix test-app-model job (app-model moved to dependency groups)
- fix asv benchmark workflow (drop conda, use virtualenv)
- fix docs build (update docs deps, mkdocstrings inventories key)
