Move parsing UV_GITHUB_FAST_PATH_URL to EnvironmentOptions
Move parsing of UV_GITHUB_FAST_PATH_URL from a per-call std::env::var()
read inside GitResolver::github_fast_path to upfront parsing in
EnvironmentOptions, threaded through GlobalSettings and the command
state types (SharedState, UniversalState, PlatformState) via a new
with_github_fast_path_url builder on GitResolver.
