Fetch CPython from an Astral mirror by default This PR introduces a default mirror for CPython downloads, which is used if no user-configured mirror is set. In this case, CPython is fetched from `https://releases.astral.sh`, with a fallback to the canonical GitHub URL if the Astral mirror is not available. While this is a change in behavior, it is not considered a breaking change because on a typical environment where `releases.astral.sh` is not available, CPython is still fetched from the canonical GitHub URL - transparently to the user.

Configure a real retry minimum of 1s By default, retry-policies compute the actual retry duration as `min_retry_interval * (base ** n_past_retries) * rng.uniform(0.0, 1.0)`, so the first sleep duration would be between 0s and 1s. This change bumps this to a real 1s minimum.
